Is There a Grace Period for Michigan CPL Renewal?
Yes and no, and the difference matters enough to be worth two minutes. There is no grace period for carrying. There is a 1-year window for renewing. People hear about the second one and assume it covers the first. It does not.
The short answer
Is there a grace period for CARRYING on an expired CPL?
No
Your authority to carry concealed ends when the license expires. Not a week later, not 30 days later. The Michigan State Police put it this way: an individual licensed to carry may carry under the authority of the CPL until the CPL expires or the authority is suspended or revoked, whichever comes first.
Is there a grace period for RENEWING an expired CPL?
Yes, 1 year
MCL 28.425l(1) keeps you eligible to renew if your license "is not expired, or expired within a 1-year period before the date of application." So for a full year after expiration you can still file the cheap, light renewal instead of starting over as a new applicant.
Two different clocks, and why they get mixed up
The confusion is understandable. Michigan does give you slack after your expiration date, so "grace period" is not a crazy way to describe it. But the slack is administrative, not legal permission to carry. One clock governs what paperwork you are allowed to file. The other governs what you are allowed to have on your hip. They run independently.
The filing clock
Opens 6 months before expiration, closes 1 year after
How long you can still use the renewal process: the $115 fee, the 3-hour self-certified review, the 1-hour range time, and no new fingerprints.
Miss it and you are a new applicant. Full 8-hour certified course, 3 hours on the range, at least 30 rounds fired, and the new-application fee.
The carry clock
Ends on your expiration date, with one exception
Whether you may lawfully carry concealed. It stops the moment the license expires.
The only reliable way to bridge the gap is to file BEFORE you expire. Then MCL 28.425l(6) extends your current license until the renewal is issued, and you carry the receipt together with the expired license. File late and you are left with the narrow 30-day receipt exception in MCL 28.425l(4), covered below.
The reliable bridge: file early
If you file your renewal before your expiration date, the expiration date of your current license is extended until the renewal license or a notice of statutory disqualification is issued. That is MCL 28.425l(6), and it is the only clean way to avoid a gap. MCL 28.425l(7) sets the condition: while you are carrying under that extension you must keep the clerk-issued receipt and your expired license in your possession at all times you are carrying the pistol.
File one day after expiration and you do not get that. MCL 28.425l(4) gives late filers a receipt that only becomes valid as a license if 30 days pass without the clerk issuing either the license or a notice of statutory disqualification. Until then, you are not carrying. That is the whole cost of waiting.
What is actually at risk
Carrying a pistol concealed without a license is not an administrative slip in Michigan. MCL 750.227(2) prohibits it on your person or in a vehicle you operate or occupy, outside your dwelling, place of business, or other land you possess, and MCL 750.227(3) makes a violation a felony punishable by up to 5 years in prison, a fine of up to $2,500, or both. Do not let the clock run out
The renewal window opens 6 months before your expiration date. Get the review and the range hour handled while your license is still good, and you never see a gap. Renewal classes here typically run around $50.
